country of Australia, this echo is national not international. This person

Does anyone know what exactly it means if my off-hook light is off? (modem)
Sometimes when I'm making a call it will go off and come back on again later,
is it not detecting properly or is it "on-hook" but the modem wouldn't work
then would it?
