There are obviously only a limited number of programmers available who are
(1) experienced enough, (2) have the time, and (3) want to bother working
on it.  That's why a lot of these sorts of projects are one-man shows - or
in the case of PD code, you might find someone puts 6-12 months into a
program, then shoves it onto someone else to continue the project. 
Team-work is difficult unless you set goals which everyone can agree to. 
If you can get a list of 100 people who are capable of working on Msgedsq
(or Tobruk, or whatever), you'd be lucky to get 10 people who can be relied
upon to work with you at the same pace you're working at...
