RICO does have some potential.  The Crime Victims Reperation Board is meeting 
this thursday here in Arkansas.  Through several twists and turn connected 
with producing a report based upon payments they have made to "therapist" for 
treating alleged child abuse victims, I may have found a new opportunity to 
document the atrocities.  It seems that no criminal conviction is required 
for them to certify someone victim of a crime.  I am asking the Board if 
indviduals that are victims of criminal act (kidnapping, false incarceration, 
etc.) by state employees and perjury by immune witneses entitled to 
compensation as crime victims.  This would force recognition of the problem.
