Try adding S95=47 to that init string, i.e. make it
AT &F1 &C1 &D2 S7=45 S95=47 S0=0 ^M (spaces added for clarity)
If that doesn't work, go back to your original init and change the
"Connect string" from 'CONNECT' to 'CARRIER'.
As a last resort, manually dial from the terminal screen, e.g.
ATDTxxx-xxxx
and post what the modem returns as it connects.
