I'm not aware of a program that does this, but that doesn't necessarily 
mean there isn't one out there somewhere.  
*IF* you or a friend can handle ASM (assembly) code, look in the BBS 
Utilities DL areas of your local boards for WATCHKT2.ZIP, WATCHKAT.ZIP 
or WATCHCAT.ZIP.  All of these variations of this utility include ASM 
source code containing the code for detecting and counting rings, which 
could be adapted to your needs.  The package is a TSR whose function is 
to reboot a DOS system if the modem reports more than a specified number 
of rings without being told by a BBS program to answer the call or if 
certain other conditions are detected.  It was written for the IBM Macor 
Assembler (MASM) but could easily be tweaked for Turbo Assembler (TASM) 
or others.
