Well come Telcos are that way, but I have learned through experience that
pair gain is NOT infallable.

Call the phone company again, tell them this is a repeated problem and
ask to have a supervisor call you back. Hopefully they will do this and
explain to the supervisor what is happening, including the Test OKs and tell
them you want it fixed. The symptoms you are describing do happen at times
on a pair gain system and can be remedied either by fixing the timing or just
moving you to a different "pair" in the pair gain. DO NOT mention that you
are having trouble with data, only mention the cross-talk, this is something
the HAVE to fix to ensure your privacy and is probably what is causing the
data problems anyway! ANY noise will cause problems on a line being used for
data transmission and the problem increases with the amount of noise even to
the point of cutting you off.
