You may be trying to catch Shad. They will not bite a bait.

We always cast out into the edge of a channel and let the Dough
Bait settle on the bottom. Be patient and when one of those big
ol' fat Carp, or maybe a Channel Cat starts sucking on the bait
just wait until they take it into their mouth and start to move
off with it and set the hook and hang on.
