Yes, it has come out.  I recall seeing a report of it in the newspaper
(or hearing it on the radio) in Hartford, where I used to live.  The
report put blame on the crew for flying below the correct indicated
altitude. Although the report I read/heard did not mention this, ( and
this is not too surprising because what I read/heard was just a few
sound-bytes long, not a detail review...) it is likely that blame was
also placed on somebody on the ground for not updating the ATIS with
current barometer settings, which were out of date due to rapidly
changing wx...
I've got transcripts of a some of the newspaper articles and also of the
cockpit recording (also from the newspaper) and will send them to you
