You shouldn't need color.  There shouldn't be much problem doing stuff
in monochrome.
 
Depending on what service your internet provider has, you may be able to 
do what you want with regular Atari 40 column ASCII.  I have FTP'd files 
on my 8-bit using my friend's internet account.  I was in straight
ASCII, 40 columns.
