You don't want that.  RTS/CTS is hardware flow control,  which should do
the job for you.  XON/XOFF is software flow control,  which means that if
the modem sees a control character in the data that in can interpret the
wrong way it'll lock up just as you describe.

This setting not only needs to be dealt with in the software configs,  but
also in the modem's setup,  too.  I forget where exactly,  and that's
something that's going to vary from one brand of modem to another anyway, 
but you _don't_ want software flow control turned on there.
