He'll need a small planet's worth of ice.  

I could work out the figures for you if you like.  Assume that the
average height of land above sea level is ten thousand feet (Everest
is 24 thou, plus), find out the volume of a sphere with the radius of
Earth (in feet, of course), and the volume of a sphere with the
radius of Earth plus 10,000.  Subtract A from B, the result is how
much water you'd need in cubic feet.

I think he's gonna need a fair to middling size artistic license. :-)
