IREX's BinkP 1.1 implementation is incomplete/buggy, probably due to the fact 
that development work on IREX stopped before the BinkP 1.1 specification was 
finalized.  MBSE expects the other side to follow the published specs.  The 
solution is for the MBSE sysop to force mbcico to drop back to BinkP 1.0.
