There's not that much water in even a bunch of comets.  He'd need a
couple of hundred bunches of comets.

Try a storm of fair to middling asteroids (with maybe one dinokiller)
landing out in the pacific.  

Whatever he does, for sanity's sake, do not let him write about the
fool things hitting specific targets like Tokyo, and then Shanghai,
and them Hong Kong.  That sort of thing is so implausible I've been
known to yell at the boob tube.
