That really would not be fair to LEOS. The incidents you get involved
in as a private citizen are what fate (and perhaps your own actions)
has dealt you in the game of life. You are there and reacting for
your own benefit. On the other hand, a LEO is responding as a public
servant, in the interest of public safety. The number of incidents
that he must respond to and place himself in danger to resolve are very
much more numerous than what the private citizen gets involved in; and
the LEO is not there for his personal interests.
