Well say the telephone line is bad and has some noise well if the noise get's
to bad the modem initiates a retrain which causes both modems to negotiate a
new speed. (I think).
	Sorry about sounding so unsure but that is about the limit of my
experience.  Anyway I am sure this is mostly right :)
