I don't know about any research to genetically alter marijuana. This
is unlikely since it is generally illegal to possess it in the U.S.,
and the government's demonstrated interest is in demonizing marijuana,
not rationally evaluating it.
There already exist species of hemp that have either no or no
significant amounts of psychoactive constituents. There are also
varieties of the species commonly used for intoxication that have
very little of the psychoactive constituents.
