No, but it is now.

Marketing. :-) When USR developed and released "V.34+", there was
no extension to V.34 ratified by the ITU-T. The + indicated an add-on to
V.34 which catered for 31200 and 33600 connects. AFAIK, the V.34 spec has
been adjusted to now include 31200 an 33600.
