You may be thinking of a program called Print Shop. It's commercial. I
had a very early version a long time ago, it had problems such as not
knowing about A4 paper - it printed everything as if it was American
Quarto (wider and shorter). I'm certain there are more recent versions,
probably even for Windows now. I'm sure that problem would have been
fixed.

You can do greeting cards, signs, banners, with a built in library of
pictures and fonts.
