Yes there is less active development than there once was. On the flipside
there are authors of some popular software that are more than happy to still
help with free registration codes and support. I've experienced this first
hand.

Hmm. I think Allfix does all of this and is still about and available. Some
users of the software seem to favour version 5.x of it while I use a 6.x
version.

Another reply to your question mentions Mystic BBS. You will see by my
signature I am using this software. It's good and offers quite a lot of what
you will be looking for. It does not handle file find / file requests as yet
but the software has been under active development across 2014/15 and now
sports inbuilt areafix and filefix functionality along etc. Visit
