You made several good points in your post. But the truth is there
are alot of poor cyclist out there. Bike lanes are not always a
good solution and those who would be smart enough to take a bike
safety class on there own merritt are probably smart enough not to
ride on the wrong side of the road in the first place.
To register my bike in the city I live in is one dollar for two years.
This helps (if only a small degree) on recovering stolen bicycles by
having the bicycle serial number and other info on file at the police
station. Let's get real, no state I know of is getting rich on
motercycle and moped licenses, do you think they would charge much
more for a bicycle?
