actually, the biggest part of the problem is that folk don't have any
control over how their software quotes previous text... many software
packages also do not reflow quoted quotes... add that in with all the
various ways of quoting quoted quotes and you can get a real mess...

it all boils down to a lack of proper quoting standards and a lack of
adherence to what today's (defacto) standards are.
