Windows has a "Start" command line application, and I believe
there are 3rd party HStart command line apps.

Are you having OS/2 lockups in a VM?  Never had that happen over here
running eCS.  The two big things I had to do for smooth operation in VMs
was using the JFS file system for the drives and also installed Samba for
OS/2 (eCS) for the networking.
