Probably both.
Private schools usually don't have tenure, so they're free to get rid of
any bad teacher and keep only the best...which they better do if they want to
keep parents willing to pay tuition!
Private schools also usually don't have unions, so it's easy for
administrators to reward the best teachers.

Almost certainly.
Private schools can easily expel students who are troublemakers.
Private schools also don't have to meet racial quotas in student
