Part of it is that such people commonly use such techniques (or at
least begin and learn) against people close to them in their
lives who can't easily walk away: Their siblings, parents, children,
boyfriends, close friends, etc.

In other words, emotional control works similar to hypnotism:
when the subject has already give up voluntary control.

Unfortunately, this type of control doesn't work well against
people who don't have a serious motivation to stick around:
Men who are marginally attracted to them, their OLDER siblings,
their OLDER children, their distant friends.  Get the picture?
