From what I have been told, and I am not an expert, so take that into 
account they will use triangulation. Cell phones usually hit more than 
one site at a time, although they only use one of them. This will allow 
positioning by using the three signals to locate the phone. Of course 
this will require new software and probably new hardware as well.
