According to Netscape, they already have delivered a 128-bit NS/2
to IBM.  IBM apparently is reluctant to release it because of the
silly mutitions export laws that include encryption software. 
Netscape insists that distribution of NS/2 is entirely up to IBM
and refer all questions on this to IBM.
I read a message on usenet several weeks ago where somebody
claimed that they had persuaded an IBM representative to release a
copy of the 128-bit encryption version  to them on the condition
that it not be redistributed.  Talk to your IBM representative and
see what happens.
