I have known serial cards, even though their second port UART and
support chips are not physically installed, to still cause interference with
another hardware device trying to use the same address. What I've done in
the past is assume that the non-existent port is alive, and either
re-addressed it, or used a different address. Reading what you said, sounds
like you ran into a similar situation.
