Actually, they do work, in many places.  
Deactivated phones in many areas, even ESN's marked negative for
fraud, will work just fine.
After dialing a number, your call is intercepted, usually by a company
like the American Roaming Network, who will complete your call after
you give them a credit card number.  
They will also let you place collect calls.
