I *did* receive a notification to opt for the upgrade. I did not like several things about it. I relayed my experience about that in WIN95 several months ago. But by the time a later version of 3.x was released, Sean or Dennis mentioned that the problems were fixed and it could be made to look and operate like 2.x if one desired.
