A pulse line is extremely rare these days.   In Canada, new installations are 
automatically billed as "touch-tone" service, and the user ends up paying the 
$2.00 TT-fee whether they use the TT dial feature on their phones or not.
Furthermore, it is impossible to switch to pulse-dial service.  I know.  I 
tried.
