Maybe it uses a different Code Set for the ALT+NumPad characters beyond the 
regular Alphabetic/Numeric characters than what us Middle North Americans use.

I say Middle North Americans because the Continental United States of America 
is below Canada and above Mexico on the North America Continent.

End of Geography lesson that I learned in Elementry School when I raised my 
hand because "I KNEW" where "America" was, and the
teacher had me go up front 
to the Map and I placed my hand on the Continental United States of America.

She then had me raise my hand up to Canada, lower it down to Mexico, further 
down to Central America and still further on down to South America and then 
explained to me and the class that "America" included all the
locations my hand
had touched.
