I'm not exactly sure how you consider it a kludge. I also have a Windows 8 machine here that can run both 32bit and 64bit programs. It's basically the same thing, allowing you to do similar on a Linux machine. Not sure how Slackware does it, but on Gentoo it's a simple USE flag when building your system, which provides 32bit libs enabling you to install/use 32bit programs. On Archlinux (my current testing ground), Debian, Ubuntu, and whatever else that uses "repositories" it's as simple as enabling the "multilib" repo. So I'm a little confused as to how it's anything close to a 'kludge' or even somewhat difficult for that matter.
