Actually, I would recommend using a router and a circle cutting jig.  You
get nice, relatively clean circles.  In that thin of material, it should
only be one pass.  Use SHARP cutters for best results. If you want really
accurate circles, find a machinist friend with a nice, large rotary table,
or somebody with a CNC machine.
