You'd have to contact Telstra and NetComm respectively for prices. You will
have to dig deep though. No doubt about that.

Not at all. I've had no trouble sustaining 31200 conects with a local 33.6k
NetComm M34F. Similarly, 33.6k M34Fs often call here.

AFAIK, it has been. The V.34 spec now includes 31.2k and 33.6k.
