This condition was overlooked before Bob Satti was IC.  Once the precedent
was accepted, it cannot be unaccepted.

Besides, Policy contradicts itself here.  It says "first among equals
Zone Coordinator" then also states that *C's should not hold too many
positions because it negates a level of appeal.

Regardless, Ward could not have called for the vote as he was not IC at the
time.  If you were to go by his own word.

I still disagree that an IC must be a ZC.  There is a conflict there. 
Especially the way Ward has attempted to abuse the position by rewriting
Policy without following the procedure.
