  I know this might sound stupid but here is my two cents...
Have you tried to set your NON-VOLATILE RAM to &C1 and &D2??
If not from your terminal mode type...
AT&C1&D2 
then AT&W 
then set your modem init string to ATZ^M
Or you could just set you Modem init string to include the 
&C1&D2 ... This should clear up your problem
But that's just my two cents!!
