The law that Matt was referring to was included in the legislation
providing for federal funding for the handicapped (Title I?). Included,
along with rules and regulations regarding notification of parents,
IEP's, etc., was legislation that required approval by the district's
committee on the handicapped before a disabled child could be
disciplined (suspended, expelled, etc.) I do believe that the laws were
changed this past spring, however.
