If it's any good, it should simply count the number of characters
or bytes of the file received in 1 second.  There is no real way
to calculate cps rates 'cause they vary depending on line noise,
speed of computer, type of file, type of compression and a whole
lot of other things.  At 28.8K, you should get around 3000 for
your cps rate but it is Usually higher.
