No judge, but I know the FOPA protects you if you're traveling *through*
a state - provided of course you follow it. An unscheduled stop might not
be covered if it forces you to stay in one place for a while.
The FOPA requires the firearm to be inaccessible though - usually
something like in a case in the trunk for a car. I'd have to presume if
it was easy to find that it wasn't inaccessible. (!)
Either way - due to length of stay or accessibility - he doesn't seem to
have been covered. So I guess he's out of luck.
