No, but the decision isn't always mine. Student teachers are also
assigned a supervisor from the college who actually does the passing and
failing. One of the worst I had was given an "incomplete" due to poor
attendance (she changed majors to complete her degree) and another was
given a failing grade. The one we failed began teaching the next year
in a private school that did not require certification.

Absolutely. But I have a lot of faith in the fact that testing, in
general, is improving, Far more of the important tests are no longer
restricted to multiple guess, but now include short answer and
open-ended style questions.
