I kind of suspected that.  However, I *will* look it up when I find the
time; get the names and dates of various state ratifications, etc.  I am
reasonably certain it *was* ratified by 2/3 of the states; but, hey, I
*could* be wrong.  It *has* happened before.
Anyway, I like doing research.  It's fun!
