I rather doubt that's true, but if it is, it's a compiler bug, not a
characteristic of the language. I never had TC++ 3.1, but BC++ 3.1 did
work correctly in this regard, and AFAIK, TC++ 3.1 was close enough to
the same that it accepted the same programs even though it didn't do all
the same optimizations and didn't target as many platforms.
