my understanding of the idea was that the echolist would possibly have a copy
of an echo's rules so that sysops wanting to join an area would have them
readily available instead of having to wait until they were posted to the echo
they were interested in...

i never knew that... as a moderator, i'd rather post them myself or set up an
arrangement with some system that would post them on my behalf... i provide
such a service, too :)
