Here is by old sbbsecho.cfg

FLO_MAILER
OUTBOUND /home/sbbs/fido/outb/
ROUTE_TO   2:237/9 1:ALL 2:ALL 3:ALL 4:ALL 5:ALL 6:ALL
   ----- sbbsecho.cfg ends -----

Notice the FLO_MAILER keyword is beeing used.

Also noticed that your mail will _not_ do netmail routing, your mail processer will.
