while i tend to agree, there's this thing called "vote with your feet"... if
you or someone feels that an echo is not strict enough or wanders from topic
too far, they can easily create another echo and work to get it populated... in
this case, it is only a listing in the echolist... there's been an application
for carriage to one of the backbones... what that backbone decides to do about
that carriage request is up to that backbone... this is no different than you
hosting the fmail tosser echo on your system and having folks like to you for
it...

there was a time where an echo had to be carried, by private distribution, over
three regions and have at least two or three systems in each of those regions
participating... there was also a per month posting requirement for one of the
backbones to accept a carriage request... those requirements were dropped over
time to make it easier for echos to get on the backbone since there wasn't
enough traffic to qualify them...
