They have been "RIPPED OUT", like so much of Disney history.  But Walt did 
ay
that Disneyland was a living land... one that constantly will be changing.
The plans are to have "Super Speed" bikes (like the old "super speed" tunnel
from the Peoplemover).
They still have some possible changes, so the ride may be different from the
bike aspect (but it will definately not be the old Peoplemover).
I have not seen the blueprints yet (I am an Independant Contractor for WED-IG
better known as the Disney Imagineering Department... I consult in regards to
accessability of all attractions at all the Disney parks around the world).
A funny story, related to my Disney work, but not related to the
Peoplemover... the MGM movie ride at the MGM studio themepark in Florida had 

slight problem.  They built the ride before they consulted with me (before I
signed off on it)... one aisle was 27" wide, and ended with three steps at 
he
end, and the steps were in a dark area ... and this
was supposedly the WHEELCHAIR ACCESSABLE aisle.  First, all walkways should 
e
lit... second, minimum accessability is 36" (preferably 40")... and third,
wheelchairs do not go down stairs easily for most people (wheelchair tennis
and basketball players like myself dont have a problem with it).  Needless to
say, I RED PENCILED the blueprint, and they had to delay the opening of the
ride and rip out that entire section of the ride and build it correctly.
Such is life in the Magical World of Disney 8;)
