Allfix does not create the FILES.IDX file.  That's the job of FB.EXE.  Allfix
only creates/adds to the FILES.BBS of the areas it places files in.

Now, if you mean that Allfix isn't properly adding to the FILES.BBS, then you
have something set wrong in Allfix.
