At least here in NYS, on expressways there is no law against passing on
the right when one is in proper lanes... If one is staying in a lane,
and there is someone in the other lane(s) to the left going slower,
there's no problem with continuing on, even passing the slower
traffic... it's only when one does the weaving through traffic,
shifting lanes constently, that one might attract unwanted attention...
