We used to. Not so many now and, usually, there are enough "left" lanes at
those intersections that there is still a lane for everyone. They are all
pretty much at the junction of two interstates.
Here, if they are riding slow in the left lane, it is usually somewhere not
near an exit and where there are only 2 lanes. They will cut across a lane
of traffic or two when their right-hand exit eventually comes up.
Tickets for speeding are worth more $$$ to law enforcement so that is who
they go after.
