I didn't know about the Lincoln part but from my understanding of
Thanksgiving he held no sway as to Thanksgiving in Canada, not even the
date.  The reason for the holiday was always questionable but seems to be
in sync as to when harvest is a done deal in general north of the 49th
although I think it is out of sync with maple syrup harvesting but that is
the only thing I can think of offhand where it might be.

I think you're right about why anyone celebrates the holiday these days.

I am not sure about legislation but definetly people have gotten paranoid
about trick or treating, probably rightly so.  If I had small children
these days I know I'd be picky about where I took them to go trick or
treating, and yes I'd take them if indeed they are going.  Many parents get
together these days and make it a party as opposed to goig door to door
which is probably the best way to deal with Halloween.

I heard horror stories back when I was a kid but none of them ever happened
to me (razor blades in apples, etc).  Even back then the same rules applied
as do today except that today there is more of the potential for horror
stories that are difficult, if not impossible, to ignore.
